NASHVILLE, Tenn. — The universal school voucher proposal passed the Tennessee General Assembly Thursday, which effectively allows families to use public money for private education costs.The bill passed the House with 54 ayes to 44 nays and one amendment to the bill. The amendment requires school boards across the various districts in the state to pass a resolution “accepting” the state’s new school voucher system in order for teachers in that district to receive the one-time $2,000 bonus included in the bill. One lawmaker in the House abstained from the vote. Rep. Justin Pearson (D-Memphis) originally voted in favor of vouchers erroneously and his vote was later changed to “nay.”The proposal was passed in the Tennessee Senate with 20 ayes and 13 nays and is expected to be signed into law by Governor Bill Lee.Here’s how East Tennessee House members votedHere’s how East Tennessee senators votedThe bill would effectively allow public money to be used by families across the state to pay for private education costs. Schools would need to be accredited and students would need to meet academic and attendance requirements to be eligible for the program. Largely, the program would give families around $7,000 in scholarships, depending on students’ individual needs and backgrounds.Dozens of school districts across the state have passed resolutions against vouchers including Greene County, Hamblen County, Blount County, Roane County and others. Those opposed to the bill called it the “school’s choice” bill and while others, like Rep. Bo Mitchell (D-Nashville) called it “reverse Robin Hood.”The proposal also includes a one-time, $2,000 bonus for teachers as well as a component that uses lottery and sports betting taxes to support public school infrastructure. A fiscal note for the program said it could cost the state around $350 million in the first fiscal year, coming from Tennessee’s General Fund.The bill passed with an amendment to give school boards the decision to give teachers $2,000 bonuses. According to the amendment, local boards of education and the governing body of local charter schools would have to pass “a resolution affirming that the LEA would like to participate in Section 4 of the Education Freedom Act of 2025” to get the bonuses.The bill said 20,000 scholarships would be available in the program’s first year, and half of those would be available for students from low-income families.
